| фоне фундаментальных перемен в международной среде, нарастания неуправляемости и самых разнообразных угроз нам необходим новый глобальный консенсус ответственных сил. Речь не может идти ни о каких-то локальных сделках, ни о разделе сфер влияния в духе классической дипломатии, ни о чьем-то полном доминировании. Думаю, что требуется новое издание взаимозависимости. Ее не нужно бояться. Наоборот, это хороший инструмент согласования позиций. Это тем более актуально, учитывая укрепление и рост отдельных регионов планеты, что формирует объективный запрос на институциональное оформление таких полюсов, на создание мощных региональных организаций и выработку правил их взаимодействия. Кооперация этих центров серьезно добавила бы устойчивости мировой безопасности, политике и экономике. Но чтобы наладить такой диалог, надо исходить из того, что все региональные центры, формирующиеся вокруг них интеграционные проекты имели бы одинаковые права на развитие, чтобы они дополняли друг друга и чтобы никто их искусственно между собой не сталкивал, не противопоставлял. В результате такой деструктивной линии разрушались бы связи между государствами, да и сами государства подвергались бы тяжелым испытаниям, вплоть до полного их разрушения. |

1. Russia calls for responsible agreements having violated the former ones.
2. Russia wants synchronization of the positions of the world powers, as it feels not being engaged in the ruling of the world, as many questions are solved without its participation which with the war against Ukraine became unnecessary and dangerous.
3. Russia wants to create regional interaction centers to stabilize the world. The results of such an “interaction “ is the war with Ukraine.
4. Russia feels as a party that does not have equal rights in the world’s politics undermining the principle of equality having annexed the Crimea and invading Ukraine. |

| Почему об этом говорю? Потому что при реализации проекта ассоциации с Украиной к нам как бы через задние ворота заходят наши партнеры со своими товарами и услугами, а мы об этом не договаривались, нас никто об этом не спрашивал. Мы вели дискуссии по всем темам, связанным с ассоциацией Украины с ЕС, настойчиво, но хочу это подчеркнуть, абсолютно цивилизованно, предъявляя очевидные доводы и аргументы, указывали на возможные проблемы. Нас никто не хотел слушать и разговаривать никто не хотел, нам просто сказали: это не ваше дело, вот и все, вот и вся дискуссия. Вместо сложного, но, подчеркну, цивилизованного диалога, дело довели до государственного переворота, ввергли страну в хаос, в развал экономики, социальной сферы, в гражданскую войну с огромными жертвами. |
Ukraine’s association with the EU is unacceptable for Russia: Russia didn’t have an agreement on that point.

Russia didn’t have an agreement on that point. So, Ukraine and other countries needed to ask Russia, if it agrees that Ukraine becomes a part of the EU?
2. Russia tries to scare the EU with problems, if Ukraine becomes a EU country. Ukraine has been having so many problems with Russia that it wouldn’t be afraid of any other.
3. Russia wanted a dialogue, a kind of a permission from it, an indulgence and INVEDED UKRAINE, OCCUPIED CRIMEA, STARTED TO HELP THE TERRORISTS AND, ACTUALLY, BEGAN A WAR under a very unconvincing pretext of ‘SAVING THE RUSSIAN-SPEAKING POPULATION” from some “fascism” and “banderaism”, which do NOT EXIST there. The politics of Russia towards Ukraine is chauvinist and nationalist, if not fascist itself. |
| Все разводят руками, так получилось. Не надо было поощрять таких действий - не получилось бы, ведь, я уже говорил об этом, прежний президент Украины Янукович все подписал, со всем согласился. Зачем это надо было делать? Смысл какой? Это что, цивилизованный способ решения вопросов? Видимо, те, кто без конца ляпают все новые и новые цветные революции, считают себя гениальными художниками и никак остановиться не могут. |

It does not respect the democracy in Ukraine.
2. Russia is for traditional values and patriotism. But it disrespects all the values, people’s lives included.
3. Russia wants to cooperate with all its partners. But it violated all the International agreements.
4. Russia does not want to establish any empire or to attempt the sovereignty of its neighbors. But it occupied Crimea, helped the terrorists and used the military armaments and ammunition to invade and destabilize Ukraine.
5. Russia wants that its interests should be taken into consideration and its position should be respected. IT DOES INTEREFERE INTO UKRAINE’S AFFAIRS.

Хорошо понимаем, что мир вступил в эпоху перемен и глубоких трансформаций, когда всем нам нужна особенная степень осторожности, способность избегать необдуманных шагов. За годы после холодной войны участники мировой политики несколько утратили эти качества. Теперь нужно вспомнить о них. В противном случае надежды на мирное, стабильное развитие окажутся опасной иллюзией, а сегодняшние потрясения - преддверием краха мирового порядка.
Да, конечно, я уже сказал об этом, строительство более устойчивой системы миропорядка - сложная задача. Речь идет о долгой и по характеру трудной работе. Мы смогли выработать правила взаимодействия после Второй мировой войны, смогли договориться в 70-е годы в Хельсинки. Наша общая обязанность - решить эту фундаментальную задачу и на новом этапе развития.

Special caution is necessary, an ability to avoid the unnecessary steps. That ability has been lost and should be reestablished, or all the hope for the world peaceful and stable development would be an illusion, and a world collapse would follow.
The countries were able to elaborate the rules of interaction after the WW II, to sign a treaty in Helsinki in the 1970’s.
We should solve the problem of stability now, too. |
